to determine a physical location.

However, in most countries,
tracing the ip address of a computer connection
to a physical address (city, street, door address), require Police assistance.

The ISP (Internet Service Provider) that "owns" the ip address,
which is assigned to your computer, also knows where you live
(that is where they send you the bills).

Police and the courts can,
with appropriate cause, request or even demand
that the information (physical location) be provided.
